After applying KB2677070, the System Center Data Access Service may have a problem starting due to a Timeout error.

Apparently there were updates to the URLs used to set up a connection to Windows Update in order to download the trusted and untrusted CTLs. You may see an issue if the previous URLs were hardcoded as exclusions in the firewall or proxy.  In this case the Data Access Service cannot download the new CTLs since it cannot reach the updated web address.

There is a workaround described in the KB article noted here to unblock the updated URLs in the firewall or proxy or disable CRL checking for the Data Access Service.  This involvews modification of the Microsoft.Mom.Sdk.ServiceHost.exe.config file.
