See what I’m talking about(below). It’s blank even though it says 4 items found at the top! Well if they’re found then why not show them to me? If I click Edit Policy Precedence on the right I’ll see them in that windows and I can re-order them. What’s going on?
After hours of trying to fix this it turns out the hotfix package to add support for more "ManagementClass" classes in System Center Configuration Manager 2007 (2271736 ) didn’t do it job fully. This hotfix is required for ConfigMgr consoles if you want to use FEP in them.
To fix it go to where you installed ConfigMgr and browse to \AdminUI\bin\ and rename microsoft.configurationmanagement.managementprovider.dll to microsoft.configurationmanagement.managementprovider.old or something like that. You can’t delete it, I tried. Now run the hotfix again and it should work. Hopefully you still have the hotfix expanded so you won’t have to request it again, wait for it, expand it with the password, then run it.
