
The Texas Department of Information Resources (DIR) Information and Communications Technology (ICT) Cooperative (Co-op) Contracts program (formerly known as Go DIRect) is a streamlined cooperative purchasing program for state and local government, public education and other public entities in Texas, as well as public entities outside the state. The Texas DIR has a deliverables-based IT services (DBITS) contract with vendors to provide information technology (IT) products or services. Customers can now quickly and easily buy IT services from DIR-contracted vendors like Catapult Systems. Pricing is very competitive because vendors offer the state significant discounts from their price lists, and those discounts apply to all DIR customers.
You are eligible to buy through DIR if you are a Texas state agency, public institution of higher education, public school district, or other local government entity. For more information and legal citations, visit the DIR

Catapult is able to provide services in the following DIR categories:
- Service-Oriented Architecture
Services include: planning and assessment, requirements development, proof of concept, implementation, deployment, governance, application programming and support services, system software administration and support, and training support.
- Technology Migration/Upgrade & Transformation
Services include: assessment of the current application portfolio, valuation of technology assets before beginning technology transformation and business case development for justification of an initiative. Also included are technology transformations which may include return on investment (ROI), benchmarks and milestones. The following activities may be included: planning, analysis, requirements development, proof of concept, deployment, implementation, integration, remediation, data migration, documentation, application programming and support services, and training support.
- Application Development
Services include: researching, analyzing, gathering requirements, designing, programming, testing, documenting and implementing, applying changes to the software language and/or database in which the application is written; providing corrections for production or any changes needed and participation in disaster recovery planning and documentation.
